I was basically replying to Juan who said: "It is not a bug in m4. It is a bug in gnulib" Hence, you should know in advance that Gnulib *may* not be too helpful in implementing DJGPP patches, bugfixes, etc. Doesn't mean you can't try, just don't get your hopes up.
