I don't know. Also, there were discussions in the past (check the archives of this list) about some tricky situations with using the stub-style symlinks. It would be nice to make sure those issues are covered. Finally, please make sure the code you suggest allows to make a v2.04 style symlink foo -> bar when there's both bar and bar.exe in that directory.
