Yes, the DOS box works with the IBM character set, rather than ISO 8859.  I'm
running Win 95, and the file names display in IBM, whether at the command prompt or
in Explorer, but I seem to recall using other platforms where ISO seemed to be used
at times even in the DOS box.  There seems to be little consistency of treatment.
