The problem in this case is that DJGPP doesn't support LFN, but the shell which runs config.bat does. We don't have such disparity on any other supported platform: they all either have LFN throughout or don't. If you want to see similar problems on Windows 9X, set LFN=n, unzip Emacs, and try to build it. You will see a spectacular failure.
