That's not good, I think. It shouldn't do that unless the DSM file tells it to. If it currently cannot pay attention to built-in commands in the DSM, it should not do that at all. I'd rather think that to get the installation procedure DTRT is more important than to have Web-based upgrades: there are alternative to the latter, but a messed-up DIR file is much harder to fix, since it requires the knowledge of an Info format, something most users lack.
