the environment is perhaps too small for the whole path and env. variables
to fit in 
and it gets increased the next run
did you try to set the path manually from a batch file like
set DJGPP=D:\DJGPP\DJGPP.ENV
set PATH=D:\DJGPP\BIN;%PATH%

and then run a djgpp based program?
