I think Charles' point was to get this done using just core components (albeit slightly tweaked); if you use dxe2, you require all programs using NLS to link in dxe2 as well. Heck - I could easily use my own version of DLX to do this; since it compresses its DLXs, that would imply even larger savings. But it would require linking in my DLX library and impose another dependency on maintainers. The best solution would be to get some dlopen-compatible library as part of the DJGPP core (perhaps even gcc/ld -shared support). But that would definitely not be trivial to implement.
