No, every port whose config.bat runs the configure script was built by running the configure script. So it used to work. And, just for kicks, I've tried to configure and build Grep 2.4 on my Windows 98 SE machine, and saw no such error message. Everything configured and built cleanly, and passed all tests in the test suite. This is with Bash 2.04 whose binary was built on January 10, 2001.
