Then I think the driver did respond to the commands.

On second thought, what exactly should we expect with OPOST not set?  The 
escape sequences aren't processed in the application, they are processed 
either in the tty driver or in the terminal itself.  So the relevant 
question is: what is the practical consequence of raw output, and what 
commands does it affect?
