Could you please explain the practical meaning of this?  Does it mean
that non-standard functions will be available in the global namespace?

It's a good idea to ask, but someone else should do that, not me.  It
is not appropriate IMHO for someone who knows almost nothing about the
issue in particular and C++ in general to ask such questions.
