Phil Edwards <pedwards AT disaster DOT jaj DOT com> suggested a small change to
the top-level configure script that is relevant for DJGPP.  I made
sure that the change does no harm for GDB, but since that script is
shared by GCC and Binutils as well, I think others should try it as
well.
