You can -: find standards.texi on ftp.gnu.org, if you want the latest version. I don't see it in the guile-1.4 distro, so maybe they *don't* distribute it with guile. But, you can find it here: http://www.gnu.org/software/guile/changelogs/ and it's an official GNU/FSF document, AFAICT.
