You don't need to wait; if the new Binutils is on ftp.gnu.org, it means the package is released. Announcements of GNU packages are notoriously inreliable lately: several major packages were released during the last two years, but the announcement never made it to the appropriate mailing lists/news groups. Presumably, the setup and/or management of the mail reflectors @gnu.org sucks, but that's my personal speculation.
