I'm not sure I understand how that's supposed to solve the problems.  
Will fixincludes edit our headers so that they are identical to GCC's, 
where there's overlap?

Also, does running fixincludes prevent GCC from installing its headers?  
If not, that doesn't really solve our concerns, does it?
