Turns out to be a different problem. Binutils 2.9.5 (aka binutils CVS) 
has a scripttempl/go32coff.sc and a scripttempl/i386go32.c. Also there 
is a emulparams/go32.sh and a emulparams/i386go32.sh. The ones 
the linker scripts are being generated from are apparently the i386* 
ones, and the go32* files appear to be abandoned. I was looking at the 
go32* files.
