Oh yes, it can. At least in WINDOZE 4.1 (98) English version's plain
DOZE. 

Find REGEDIT.EXE, run "REGEDIT.EXE /e tempfile", edit tempfile, run
"REGEDIT.EXE /c tempfile".

This works in WINDOZE too.
