The GPL allows you to physically *mail* the sources to people, but you have to provide *in writing* a promise good for three years to do so. You can't provide a written note on an FTP site. For electronic distributions, the sources must accompany the binaries, at least as far as the ftp/http site. Besides, what happens if the sources on that other site go away? Then you're violating the GPL again.
