As I recall, the v1.x > distribution did include 'readme.1st' with it. I think its made intentionally to let people know about DJGPP before they download anything. It lists the DJGPP package and gives instructions "What to download". So, people will know what they need and where to get it. Therefore this file _must_ exist outside of any archives.
