That's unfortunate.  I checked the source to confirm and there appears to be no reason it couldn't be easily added.  The biggest challenge would probably be hooking up the DOS API to handle serial and network communications.  It's difficult to believe it's been left undone for 18 years but I guess people were fine with just using the Windows gdbserver.
