If I was going to do this, I'd do a 'Canadian Cross' compiler.. 

aka setup Linux to cross compile to MS-DOS, then use that cross compiler to 
build a binutils to target which ever ARM platform you want.

Of course for targets...

./configure --target=arm-non-ei --host=i386-pc-msdosdjgpp --build=i486-
linux-gnu --prefix=/armn


shoot me a message if you need it still, it 'compiled' of course I have no 
idea if it works.
