It's a 32-bit environment, but runs well on a 64-bit Windows 7 as well. You can find Flex and Bison in the GnuWin32 collection at http://gnuwin32.sourceforge.net/packages.html. There's also MinGW64, a separate project. It provides 64-bit executables. I don't have any experience with it yet.
