The file seems no longer to be there. >Do you also dislike those "use another OS" comments, don't you? ;-) Yes, they're not so funny at all, especially since people here want to work within a "UNIX-like" environment without having to throw away their windows boxes. This is also a good training to get familiar with the handling of UNIX and Linux based machines. Windows only applications won't help too much.
