Sounds as if you have made some fundamental mistake in
installation.  I assume you kept all the downloaded zips.  Delete
all else (and isolate the zips elsewhere), then start with the
fundamental DJGPP install, which involves creating only \DJGPP\
directory.  Continue from there with either PAKKE or just unzipping
zips mounted in \DJGPP\.
