The various free Unixes have their own floppy disk drivers, which could
give you somewhere to start.  Try:

  http://cvs.opensolaris.org/source/xref/usr/src/uts/common/io/fdc.c

FreeDOS-32 has its own floppy disk driver too, which might be easier to
follow, but won't have had the same level of testing as the drivers
above:
