Both of those, like DJGPP, run in command windows.  All three (djgpp,
cygwin, mingw) offer GUI-based IDEs.  They're not much different in
that respect, as they're all based on gcc.  The only real advantage
cygwin has, IMHO, is a windows-style setup/install program, but
there's no reason we can't have one of those for DJGPP too.

I expect people who want to write software to be able to LEARN NEW
THINGS.  One of those is how to use a command window.  If you can't
figure that out, most programming is probably going to be beyond you.
Think of it as an acceptance test ;-)
