The problem was caused by a file, now sacked for gross misconduct, called autoexec.nt which I believe was imported from a previous operating system in which I installed djgpp on the C drive. The exact reason it was somehow conflicting is not something I am terribly concerned about, and I can only attribute it to an oddity from microsoft since everything appeared to be in reasonable order based on the set dump.
