On Windows 2000 SP1 

TEMP=C:\WINNT\TEMP
TMP=C:\WINNT\TEMP

(When TEMP is pointed to the system default of c:\docu...\username...)

If I set TEMP at the command line, that TEMP then goes through.

So this appears is default behavior on Win2K/XP family (I think I'm seeing
the same thing as you described).
