I downloaded newest GCC and Allegro 4.0.2 from ZipPIcker,

from Allegro 402 documentation :

   - DJGPP 2.01 or later (djdev*.zip).
   - GCC compiler 2.91.x or later (gcc*b.zip).
     Note: gcc 3.0.x (0 <= x <= 1) doesn't properly compile Allegro.
