I prefer any decent text editor and DJGPP compilers.
Compile & execute the programs from a command prompt.
That is how I'm used to writing programs, maybe a habit I got from UNIX/Linux 
programming.
But, one thing for sure this method gives you much more flexibility than any 
IDE
