From the command line, what does: 
 SET PATH
 SET DJGPP
display?

Have you installed the gcc*b.zip - is gcc.exe in the \djgpp\bin directory?

If they aren't set, you need to check and see why.  Re-open windows and/or
reboot to figure out why.
