I subsequently found a more general vi web site, not DOS-specific but with some
DOS download links for vi relatives:

I downloaded elvis 2.1.4 DOS version, untgzed it in DOS, successfully loaded a
text file of 590 KB, so it is not limited to low DOS memory any longer.

That web page even had insight as to my latest troubles with GNU Emacs DOS port,
converting upper-ASCII characters to ASCII 127:
"Emacs is a great operating system --- it lacks a good editor, though."
