By actually prepending 'C:\DJGPP\BIN;' to the existing 'set PATH'; WinME
allows
a variable to be defined only once in autoexec.bat, so setting PATH to
'blah;%PATH%' won't work.  So you'll probably end up with

set PATH=C:\DJGPP\BIN;C:\WINDOWS\COMMAND;C:\WINDOWS

Also, in the second line, you should be saying

set DJGPP=C:\DJGPP\DJGPP.ENV
    ^^^^^
