Here's your problem: you have RSXNTDJ installed, and GCC uses the
specs file from there.  It most probably causes all this trouble.

Solution: set the DJGPP variable to point to the correct djgpp.env,
and remove from the environment variables such as C_INCLUDE_PATH and
LIBRARY_PATH that point to the RSXNTDJ directories.

Also note that this indicates you have DJGPP v2.02 installed.  If this
is true, I suggest to upgrade to v2.03.  If you already have v2.03
installed, you should look for the reason why GCC picks up a wrong
minor version (it might be because of RSXNTDJ).
