If anyone intresting in locale support under DJGPP there's a 
http://asa.i-connect.com/djlocale.zip bundle which contains patches to libc 
for simple (and incomplete) locale support under DJGPP. I've used it for long 
time (more than year) in my GoldED+ project and no problems was reported.
