IDE n. [Integrated Development Environment] a specialized text editor
with syntax highlighting and the ability to call a compiler.  Many
IDEs have an integrated debugger.  RHIDE, Emacs, and Dev-C++ are IDEs.

Dev-C++ is an IDE that uses the MinGW toolchain, a port of GCC and
friends to Win32.
