CVS has the code of `diff' and `patch' integrated into it.

I think in this case it's not worth the hassle to use the external
`diff' and `patch', since then you would need to support all the
different falvors of them out there.  For example, some of them don't
support -u or even -c, to say nothing of the more sophisticated
options of Gnu Diff.
