If you followed these instructions from some book, they are wrong!
You should never touch anything in the `specs'. What you needed to do
was to install stubify exe (i.e. just unzip `djdev20*.zip' from the
CDROM or whatever the source was). Or better still, I suggest you get
the latest version of DJGPP from http://www.delorie.com/djgpp/
