Each one of the .exe files is documented in the docs of the package it
comes with.  If you are asking about the programs that come with
djdev203.zip, look in the file utils.info, for programs in
gcc2952b.zip look in gcc.info, etc.

If you have some programs whose docs you can't find, ask here about
specific programs.
