There's no such function in Allegro. There may be addons which
provide this functionality. However, thick line drawing sometimes depends
on how you want the lines to be drawn, so is usually best to implement
this kind of function yourself basing it on the actual provided functions.

Not directly. However, you can create a bitmap with your text inside, and
then rotate/blit it wherever you want, which is possibly more flexible and
fast.
