Book distros of DJGPP tend to have the same problem:

1. The book's installer doesn't copy stubify.exe to c:\djgpp\bin
2. They have an outdated (DJDev 2.01/GCC 2.81) DJGPP distro; get the
newest version from
  http://www.delorie.com/djgpp/zip-picker.html
