Robert,
	when you set up dos you should specify your language and keyboard. 
Same in win95 when you first install.  I think not sure that the
appropriate settings are put into the dos autoexe and sysconf files by
win 95 set up.  It's that or do it yourself and dig up an old dos
manual.
