At least in Emacs, you can rebind all Info-mode keys as you see fit.
The stand-alone reader doesn't support key rebinding, but it's very easy 
to add, if someone's got enough motivation.  (I know because I added the 
vi-style keybindings in the last version of info.exe.)

You want w3-mode.  It's an add-on package, you should be able to find it 
on the Web.
