Well, yeesh, everytime I find something new and want to talk about it in a
reply to my own message, my newsreader says no new messages.  Well I did
some looking around some more and found RSE and it has exactly what I was
looking for.  A way to select all 256 colors and then lock them in and just
use those in all my maps and sprites.  Not exactly the easiest interface
with all of the left and right click buttons that keep switching but it
seems to do the job.
