Yes.  I think the other replies answer this, but just to reiterate,
select the OS you want to install DJGPP to.  

Note that Emacs (and RHIDE ?) run in DOS, and the compiler and tools
run in DOS too.  So a good part of your development activities will be
done in a DOS shell whatever OS you run.

Unless you install extra libraries you will only be able to write
programs to run in DOS.  IMO this is the best way to start if your
objective is to learn C/C++ programming.  If you wanted to dive
straight into developing Windows applications without learning the
basic elements first then DJGPP may not be the best bet.
