Most probably, you have a problem with long file names (streambuf.h
exceeds the DOS 8+3 limits on file names).  See section 8.3 of the FAQ
for solutions.

No, it tells you it couldn't find the header streambuf.h.  Finding
header files has nothing to do with PATH.
