For getting started the zip-picker will give you the files you need. I'd
pick both C and C++ and the extra documentation formats (the info view can
be hard to navigate if you're not used to it, most of the important stuff
comes in html format with this option). You might also want RHIDE (an ide
for djgpp) but it's not actually neccessary. Then download all the files the
zip-picker gives you. Once they're all downloaded, unzip faq211b.zip. This
contains the djgpp faq in html format, so you can read it in netscape or ie
or whatever web browser you're using. The first sections will give you the
basic information you need to install djgpp and get it to start working,
along with answers to tons of questions (I've been using djgpp for over a
year and I still love the FAQ). Later on if you want more functionality or
options you can download other files, but this will get you going with C and
C++.
