libamp, right? Or something else?

If it's libamp, it uses Allegro and can be ported without too much
effort to Allegro for Windows using VC. Otherwise, VC 2 and later make
only Win32 programs, even though they may *look* like DOS programs
(they use the console and take a command line).

A popular IDE for DJGPP is RHIDE. But don't get it at the zip picker;
search the DJGPP mailing list archives at delorie.com first.
