Legal ? well if the telephone company delivers the number why would it be
illegal.
What exactly do you need to know hardware or software.
You can get a modem that supports Call-ID or a dedicated device for the
hardware
part. Then you need a program that logs what comes from the serial port
and places
each  call data in a database.
I have some info regarding the message format if and when you need it from
the time
I have done this nearly 10 years ago ( I hope it hasn't changed much ) in
Win 3.1
