Yes. PhotoDeluxe and Photoshop (both from Adobe) can
convert everything to the web palette (2.6 bit per channel).
You'll want to posterize to 11 levels then save as 8 bits,
System palette, Pattern dithering.
This also makes pretty small PNGs for the web.
