SMACKER does just that. There is a link in the utilities section in 
the allegro page <http://www.talula.demon.co.uk/allegro>.

Also smacker has a super palette reducing facility. 

You can reduce the number of palette colours from 256 colour 
photo quality image to 30 colours without noticible lack of quality.
